Problems with replying to forums

Hello Tender!
Our visitors have problems with replying to the forums.
It says that discussion is closed to the public comments but it's not.
How can I fix it?

   Hi,

   Comments are closed by default. A lot of people want their forum to be public for transparency, but closing comments gets rid of spam entirely on existing discussions, so it's helpful for most sites. ("closing comments" still allows the person who opened the discussion to comment, just not other users).

   You can turn commenting back on for everyone in your settings (see screenshot).
