Does Owner have Support privelages by default?
The base package states it comes with 1 supporter, but I'm not clear if the Owner can act as a supporter as well.
ie. Do I need to waste my 1 free supporter by assigning it to the owner, or can I essentially get 2 supporters for the $9 plan?
We're really struggling with $20/login on a $9 plan, just doesn't seem to make sense... we would like to have a few accounts, most of which would be developer accounts and used very infrequently(once or twice a month), paying over $100/month just to have these logins exist is really hard to justify...

The owner would be the one included support staff user. If you devs need to be involved infrequently, you could theoretically just add them as watchers on the discussions that are relevant to them so that they can respond but not have them as full admin/support users.
