Question issue type should repurpose knowledgebase content
When a user submits an issue with a question type, it would be nice if Tender would pull up a list of suggested knowledge base articles before accepting the submission. Interspire Knowledge Manager does this (http://www.interspire.com/knowledgemanager/features_ars.php) and it helps to minimize the asking of duplicate questions for which there is already an answer available.

One of our top priorities right now is better search and some basic FAQ suggestions for articles. We're currently using sphinx for this in staging. Expect it by February...
