Combined search & search before issue submission
First, it seems like doing a search from the header should display results from both discussions and the KB.
Second, and I thought I read that Tender did this somewhere but I haven't seen it, before a new issue is added Tender could search to see if a discussion or KB article exists already and suggest it to the user.
Discussions are closed to public comments.

Definitely a planned feature (or one a bit cooler) in the works already.
