Error in the existing discussion suggestion magic

See the attached screenshot. This came up after I pushed 'post issue/topic'

    That FAQ article talks about the Tender API.

    Okey dokey. I feel stupid, but I guess that's fine. I guess the problem is that the title of that page is "Discussions" which when looking at that screenshot, isn't clear that that's liking to the FAQ article. Instead I thought it was showing me a listing of discussions, which it was. Anyway, Who is on first.

    Ah right. I thought that FAQ title might be a little vague, but the
    section is named 'API'. So something like "API: Discussion API" would
    be too redundant. I'll see about adding the section name to give it a
    bit more context.
