Terminology consistency

I find myself getting confused sometimes since Tender uses both 'assigned' and 'ticketed' to mean the same thing, as well as, 'resolved' and 'closed'. I keep thinking there are other issue states that I am missing. 'Assigned' is particularly confusing since we have developer queues and it don't mean that the issue was put in a queue, but was assigned a lighthouse ticket.

Also, it would be nice to have a default queue that lists all the issues "Not in a queue" (or unassigned to a queue).
