'Create' a new issue
I suspect that this could read really weird to end-users because it caught my attention a few times.
Users are reporting things, offering suggestions... but creating an issue isn't really what they're doing. Just not sure it's the right vocabulary to describe their goal.
My goal with this new post.. was not to create an issue.
Just some food for thought.
Discussions are closed to public comments.

start a new discussion.

I like "report an issue." It best describes the action... and still lets you use "resolve the issue." If you switched to topic or message, you'd have to turn it into an issue before you resolved it.
Other ideas: "Tell us something," "Talk to us," "Give us your thoughts." Something that works with the Conversation metaphor would be nice. Less stressful sounding than reporting an issue.

Since these discussions can be on a variety of topics, it seems like focusing on 'issues' might imply that your support team only wants to hear the problems... when they might be offering suggestions/feature ideas (generally considered a positive thing)
One playful idea... "Nudge us"
Nudging can be good or bad. Perhaps playing off the Tender theme a bit.. get touchy/feely. ;-)

Also, the reply to issue form button should probably read "Post Reply," rather than "Post Issue." ;-)

SInce it's labeled "Public Discussion" in the nav, why not call it "Start Discussion" or "Start a New Discussion"?

IMHO, "Report a New Issue" sounds like reporting a bug. And one of the things I like so much about Tender is that it has a very nice work flow for taking feedback, letting FAQs bubble to the top and addressing them with Articles/Guides, and taking feedback that are really bugs and attaching them to a Lighthouse ticket. I'd rather be the one to decide whether something is a bug or a feature, and therefore using more neutral language like "starting a new discussion," seems preferable to me.

I let this marinate for a while and ended up changing it to "Start a discussion" -- should be live now.
