Improve login workflow

When you have a user account, but try to post an issue or a comment on an issue it tells you to login first. After you login it will have lost the comment you were writing! Grrh.

    Indeed, we have a ticket for this and it should be resolved shortly.

    Better late than never but we've deployed a fix for this. The workflow now goes:

    1. You create an issue with an email already in the system
    2. The issue is marked private (so it's now shown to the public)
    3. You are redirected to a login screen to log in and claim your issue
