lighthouse link to tender
if a lighthouse ticket is created from tender, it would be nice to have a link in the lighthouse ticket back to the tender discussion

This was actually something that was accidentally left out of the last deployment. I believe it's on the todo list for today.

This has been deployed and should be at the top of new tickets created from Tender.
