Unable to log in when SSO is enabled

Previously, it was possible to have SSO enabled and still allow my support staff to log in through the /login link of our tender install. There appears to have been a recent change that removed the login form from that page and instructs users to login via our site's SSO login url. This is fine for normal users, but my support staff do not have accounts on our app.

Is there some other URL that they can use, such as /admin/login to bypass this?
