Subject lines containing only Unicode out of ASCII range generate an error

Hello,

When creating an issue with subject line only containing Unicode characters outside of ASCII range, the follow error is generated upon post:

  • Permalink can't be blank.

An example of such subject:

Привет

    Same thing seems to appear with the e-mail gateway - if an email message with the subject line containing Unicode outside of ASCII range arrives, it will never appear in the system. Oops?

    Can't really use Tender till this is fixed, as we get lots of Russian email. :(

    To reproduce:

    1. Compose an email to your Tender email address with anything in the body and "Привет" in the subject.
    2. Send
    3. Watch it get lost.
