Instead of assuming that everyone has the same needs, I would suggest that this become one of the email preference options available in the profile.

The problem is we don't currently track the attacher of tickets, so there's no real way to know who to not send email to. If we started tracking this, I'd probably skip the email notification instead of adding an email preference. I figure the attacher doesn't need to be notified, since they performed the action.
