Adding a watcher - email notifications
When I add someone as a watcher to a discussion it usually emails them, but on more than one occasion it doesn't initiate the email unless a comment is added to the discussion.
Discussions are closed to public comments.

You can use Command ⌘ instead of Control ^ on Mac

You have to update the discussion before it sends them an email. It doesn't notify them until you do that.
We've been thinking about adding a type of summary/review notification when you are added thats an overview of what's been going on that you can reply to right from there, but there are a few ideas and we need to weigh those options.
