A person cannot have a Russian name
On our Tender site, we got a support ticket from a person named
"Буханцов
Сергей". Google Translate
identifies this as Russian, and the corresponding English name is
"Sergei Buhantsov." But in
this discussion, the Russian name is displayed as
=?utf-8?B?0JHRg9GF0LDQvdGG0L7QsiDQodC10YDQs9C10Lk=?=.
Something is wrong with your encoding/parsing of non-English
characters. It would be better if the actual name in Russian was
displayed, and not some unicode output.

Thanks for bringing this to our attention. We have rolled out a fix for this in the past but it looks like there are valid behaviors we haven't covered yet. I've added your information to our development ticket for this issue. We'll let you know here when it's fixed.
