What benefit does it provide? Seems like forcing a lot of procedure on people. I am genuinely interested in why we would consider this, because we're trying to keep Tender as simple as possible so that people can use it for all sorts of things. For example, some people are using it as CRM, others as accounts payable, help desk, customer support, or just as a forum.
