Check to make sure an open id exists in tender before redirecting to the provider
I just went through the experience on someone's tender where I put in my open id and it redirected me to the provider before checking that the open id exists in tender. That was somewhat frustrating.

This is so you can create a user profile just from an openid url. I've tweaked the workflow a bit (which I hope to deploy by tomorrow morning) that should help. Now it'll create the user profile or send you to a signup form if the creation fails.
