Create a Staff Only Discussion Category
I'd like to be able to create a staff only discussion category so that users can't (by accident) post to our alphabetically first discussion category called "Announcements".

They will come in and not change the category. So we have to move the discussion later. It would be nice to have a discussion forum for announcements... Or a way to post announcements in some fashion.

You can kinda get around this (for now) by making your announcements
category private, create a discussion, then edit the discussion to be
not-private.
All a private category does is default the privacy field to "on".
