When someone updates a ticket via the web, shouldn't email notifications go out?

When someone makes a reply to a ticket.
We have some people responding to tickets via email, and some via the web front end. But its seems that the replies that are done via the web don't get pushed out as updates to the ticket via email to everyone watching the ticket.

You won't receive an update of your own discussion stuff from the web, but you should be receiving anything anyone else is doing.
