Why can I not simply use or browse by the common citations used in all federal register articles, rule making dockets and order references. I am trying to find - 104 FERC ¶ 61,121. If I search this website with that citation, I should be taken directly to that published article. However, I only return other articles referencing that citation. Likewise. I should be able to browse by citation. Volume 104, then be section ranges including the paragraph 61,121. What use are these citations, if the Federal Register website does not even use them.
