Do not mark the discussion as responded when only private comment was posted

Hey,

Right now if someone posted a hidden comment to a discussion it is treated as responded and not displayed on the Dashboard anymore. It's not very convenient because sometimes we post hidden comments to discussions automatically via API to provide useful
system information about customer's account.

I think overall it doesn't make sense to treat hidden comments as responses, because customer didn't actually received any response.

   Hey Ilya. That should not be happening. I just did several tests in our Tender on our two projects using Tender and posting an internal comment did not effect the state of the discussion.

   Can you provide me a link to an example or more details on what you are doing so I can replicate the issue?
