Ability to follow a discussion without posting a comment

I would like to be able to follow discussions without having to first post a comment. Sometimes I just want to know when the issue is resolved :)

    Update: The backend work for this is done and working alongside the existing code. I just need to ensure it works and 'flip the switch'. I'm being cautious because comment notifications are pretty important and I don't want to mess it up :) Still waiting on a UI to actually add/remove yourself from a discussion though.
